Goverment Vehicle caught doing almost 100mph on highway

On a late commute on I-270 southbound, I was nearly rear ended by a Black Ford Taurus speeding down the highway. I moved to the right to allow the faster traffic, and when the car passed noticed it was a government vehicle. There was slower traffic ahead, which blocked the car from moving too fast for a little while. This allowed me to catch up without having to speed myself. This is when the video starts (see below), and in the video you can see his erratic driving, and fast speed. I did manage this time to keep up with him a short distance when you accelerated to 100 mph (+/-). I would only go up to 90mph with the amount of traffic. Once again, he slams on the breaks as he nearly rear ends another vehicle. Because I could not maintain the same speeds safely, he quickly moved south quite far ahead.

My suspicions based on the drivers look, vehicle type, and driving characteristics, this may have been a secret service or other federal enforcement (police) agent.

I wish there was a way to report this driver to the agency he works for, but for now I don't have that information.

After some investigating on the internet, I've learned the tag is issued from the GSA. The G11 is a designation for the vehicle size, in this case G11 is Midsize sedan. The type of tag with new security features was issued in 2001, and since the tag was 0002A, I would guess this was a very early issued tag. It further makes me think this was Secret Service since I'll bet they got new vehicle and tag stuff first.
